What Does a Turnkey House Builder Do?
You have a plot and a rough idea of the house you want. What you do not have is the time to run a construction project, chase a structural engineer, book building control inspections and work out why the plasterer cannot start. That gap is what turnkey house builders exist to fill. This is what the role covers in practice, and what to ask before you appoint one.
What do turnkey house builders take responsibility for?
A turnkey builder takes the project from brief to finished house under a single contract. Rather than you appointing an architect, an engineer, a groundworker and a series of trades separately, one company holds the whole thing.
That starts with translating your brief into a workable design alongside an architect, then preparing and submitting the planning application, arranging the structural engineering and making the building control submission. Once consent is in place, the same contract covers groundworks, foundations and drainage, then the superstructure and weathertight envelope, then electrics, plumbing, heating and renewables. Kitchens, bathrooms, joinery, flooring and decoration follow, with external works and landscaping where those sit inside the agreed scope. It closes with building control sign off, snagging and handover.
The defining feature is not the breadth of that scope. It is that one party is accountable for all of it.
How is that different from hiring a main contractor?
The difference sits at the front end. A traditional main contractor prices and builds a design that someone else has already produced and got approved. You appoint the architect, you carry the design risk, and if the drawings do not work on site, resolving it is your problem.
A turnkey builder is involved from the design stage, which means buildability is considered before the drawings are finalised rather than after. It also means there is nobody to point at when something does not line up. That single line of accountability is the main reason people choose the route.
What does a turnkey builder handle on planning?
Planning is where a lot of self build projects stall, and it is worth being precise about who does what. The Planning Portal confirms that planning permission and building regulations approval are separate processes with separate applications, and a project usually needs both. A turnkey builder normally manages the application, coordinates the architect, and responds to the planning officer’s queries. What no builder can do is guarantee an outcome.
Householder and full planning applications typically take eight to twelve weeks from submission to decision, based on current Cognitive Construction project experience and subject to the local planning authority.
On our Castlethorpe project, planning on a relatively new development brought neighbour and massing constraints. We won consent by pulling back the first floor extent and allocating a parking space, balancing the client’s brief against the amenity concerns the council raised. That is the sort of negotiation a builder involved from the design stage can handle.
What should you ask before appointing one?
The term turnkey is not regulated, so two builders using it can be offering meaningfully different things. Before you commit, get written answers to these:
Is the price fixed, and what triggers a change? Ours are fixed price and include professional fees and VAT unless the design or specification changes.
Are your trades employed or subcontracted? Our bricklayers, carpenters and site teams are on our own payroll, not brought in per job.
What exactly is included? Kitchens, bathrooms, flooring, decoration, driveways and landscaping are the usual grey areas.
Who handles building control? It should be the builder on a turnkey contract.
How are payments staged? We take a deposit of 5 to 10% before the start date, with the balance staged against tangible progress.

What does turnkey delivery look like on a real project?
At Lillingstone Lovell, a horseshoe shaped stone bungalow became a 3,000 square foot family home. We ran the requirements mapping with the client, worked through options with our architect, submitted the full planning and building control applications, and managed the structural engineer throughout. During construction the client’s needs evolved and we made a separate balcony application rather than telling them it was too late.
The technical scope covered a super insulated envelope, high performance glazing, underfloor heating across roughly 390 square metres, mechanical ventilation with heat recovery, an air source heat pump integrated with solar PV and battery storage, and a drainage strategy involving a deep interception drain and sub floor pumps to manage a clay site.
