A Turnkey Solution Property Guide
A turnkey solution is an arrangement where one party delivers something complete and ready to use, so the recipient only has to turn the key. The phrase is used across industries. In UK property it usually means a building or a project handed over finished, with no further work needed before it can be occupied, let or sold.
What does a turnkey solution mean in property?
In the UK property market the term is used in three fairly different ways, and it is worth separating them.
Turnkey investment property: A property bought fully renovated and ready to let, sometimes with a tenant already in place and management arranged. The buyer takes on an income producing asset rather than a project.
Turnkey new build: A home built and finished to a ready to occupy standard, either by a developer or by a contractor working to a client’s brief.
Turnkey renovation or refurbishment: An existing property brought up to a finished, lettable or saleable standard by a single contractor handling the whole scope.
The first is a purchase. The other two are construction work. Confusing them leads people to expect a finished asset when what is being sold is a building service, or the other way round.
Is turnkey a regulated term?
No. There is no legal standard in the UK defining what a turnkey solution must include, which means the level of completion varies significantly between sellers, developers and contractors using the word.
That is not a reason to avoid the term. It is a reason to define it in writing every time. Two quotes described as turnkey can differ by tens of thousands purely on what is inside the scope, and the cheaper one is frequently the one covering less.
What does a turnkey property refurbishment involve?
Where a landlord or investor needs a property brought up to a finished standard, the scope generally runs to:
- Survey and condition assessment, including structural and damp issues
- Strip out and any structural work
- Rewiring and replumbing where needed
- New heating system or boiler
- Windows, doors and any roofing work
- Kitchen and bathroom replacement
- Plastering, flooring and full decoration
- Compliance work, including electrical certification and gas safety
- Final clean and handover
For a property intended to be let, the compliance element is not optional. Landlords in England have specific legal obligations covering electrical safety, gas safety and energy performance, set out in the government’s guide for landlords. A refurbishment that ignores them produces a property that cannot legally be let.
Who does the work behind a turnkey solution?
This is the distinction worth being clear on, because the companies ranking for this term do very different things.
Some are property investment firms selling finished assets. Some are furnishing companies who fit out a property with furniture so it is ready for tenants. Neither of those does the building work.

Before signing anything described as a turnkey solution, get written confirmation of:
The full scope, room by room. Not a summary, a schedule
Compliance certification. Which certificates are included, and who is issuing them
The specification allowance. For kitchens, bathrooms and flooring, and what happens if you exceed it
Whether the price is fixed. And what specifically triggers a variation
The programme. With realistic lead times built in rather than assumed away
Who holds the trades. Employed or subcontracted, and what that means for consistency
