What Is a Turnkey House?
A turnkey house is a home delivered complete and ready to live in, so the only thing left to do on handover day is turn the key in the door. The building is finished, the services are connected, building control has signed it off, and no further work is needed before you move in.
Turnkey is not a regulated term in the UK and what it covers varies between the companies using it.
What does “turnkey” mean in practice?
The turnkey house meaning comes from the idea that everything has been handled by one party up to the point of handover. Applied to a new home built for you, that normally covers:
- Design, planning permission and building control
- All structural and groundwork
- The full envelope: roof, windows, external doors, insulation
- First and second fix electrics, plumbing and heating
- Kitchen and bathrooms fitted
- Flooring, decoration and internal joinery
- Utility connections and building control sign off
What it often does not cover is furniture, window dressings, and sometimes landscaping or driveways. Those are the most common gaps, and they are worth asking about specifically rather than assuming.
Is a turnkey house the same as a self build?
They overlap more than most people realise. Government guidance on self-build and custom housebuilding describes a spectrum that runs from people who build or manage the construction of their home from start to finish, through to people who commission their home and make the key design and layout decisions, but have it built ready for occupation. That second version is turnkey.
So a turnkey house can still count as a self build in the legal sense, provided the initial owner has primary input into the final design and layout. What it is not is an off plan purchase. Buying a home at plan stage, with no input into the design, does not meet that definition.
What is the difference between turnkey and a developer new build?
Both are finished when you get them, but the level of input differs.

With a turnkey house you decide what gets built, and someone else handles building it. With a developer new build, both decisions have already been made.
Why choose turnkey housing?
The usual reason is time. A self build project managed personally is demanding job, running for months, involving procurement, sequencing, inspections and constant decisions. Not everyone has that capacity, and plenty of people who could do it would rather not.
The second reason is accountability. When one contractor is responsible for the whole build, there is no argument about whose work caused a defect. We will give you a realistic programme before you commit rather than an optimistic one to win the job, and one team carries the outcome from foundation to handover.
What should you check before agreeing a turnkey price?
Because the term is not standardised, the scope is where the risk sits. Before signing anything, confirm in writing:
- Whether kitchens, bathrooms, flooring and decoration are included
- Whether external works, driveways and landscaping are in or out
- Whether professional fees and building control charges are covered
- What the specification allowance is for fittings, and what happens if you exceed it
- Whether the price is fixed or subject to adjustment
- What warranty comes with the finished house
A turnkey quote that looks cheaper than another one is often simply covering less. Comparing them properly means comparing scope, not headline numbers.
